Quartering winds are 50% value. Take 50% of the Base 10 and add the impetus percentage above 10mph at 50% value.

I wouldnt go so far as to call anyone “wrong” on the point of assigning 45 deg. Wind a value between 50 and 75%.
That’s why I just said I use 70-75.
It’s not set in stone. Folks have to figure what works for them.
For example, this looks to be the current Marine rifleman wind call clock.
